Our District
Located to the northeast of London, the district covers an area of approximately 130 square miles. Much of the district is rural, with large parts still dominated by farming and horticulture. Over 92 percent is designated Metropolitan Green Belt providing a significant ‘green lung’ around London.
With a population of approximately 134,900 (2021 Census), the district is characterised by a blend of market towns and charming villages, each with its own unique appeal. The area is anchored by five notable market towns: Epping, Loughton, Waltham Abbey, Chigwell, and Buckhurst Hill, alongside several smaller villages and hamlets.
Half of the district’s population resides near the London boundary, particularly in towns like Loughton, Chigwell, Buckhurst Hill, and Waltham Abbey. Loughton, in particular, saw significant growth with the extension of the Underground's Central Line, which once reached as far as Chipping Ongar. Waltham Abbey, located to the southwest, borders both London and Hertfordshire, offering a rich historical and cultural backdrop.
Adding to the district’s connectivity and appeal are its nine Underground stations, making it an attractive location for both residents and visitors. This vibrant mix of historical charm and modern convenience makes the district a compelling place to live and work.
Waltham Abbey's royal history spans over a thousand years, weaving a rich tapestry of heritage alongside Chipping Ongar, which was once the site of a medieval castle. Chigwell reveals traces of its ancient past with Roman remains, while the arrival of the railways spurred the growth of Loughton and Buckhurst Hill. The district has been home to prominent figures like Winston Churchill, who served as our MP, and inspired literary giants such as Charles Dickens. North Weald Airfield stands as a testament to its critical role as a front-line defence during the Battle of Britain.
Today, the Epping and Ongar railway line sees the return of steam trains, enchanting visitors with a journey back in time. Families delve into our industrial past at the Royal Gunpowder Mills, while others walk, cycle, and unwind along the serene River Lee. From the stylish boutiques and cosy cafes of Loughton and Buckhurst Hill to Epping Forest Shopping Park and the bustling markets of Epping and North Weald, our district is a vibrant hub for commerce and retail.

Our planning initiatives will prioritise sustainable development that meets current needs while safeguarding resources for future generations, preserving our district’s unique character. Investing in local services, housing, and affordable living is paramount. We are dedicated to enhancing the quality of life for all residents, focusing on supporting vulnerable groups, reducing inequalities, and ensuring universal access to essential resources. We are actively increasing the availability of high-quality homes to meet the needs of our growing population. Our approach emphasises sustainable building practices, community integration, and affordability to ensure everyone has a safe and comfortable place to call home.

Our Governance
Currently, Epping Forest District Council operates within a complex three-tier local government structure that encompasses Essex County Council, the unitary authorities of Southend and Thurrock, and the various district, city, and borough councils, including Epping Forest District Council itself.
This framework is further complicated by affiliations with the Corporation of London and the Lee Valley Regional Park Authority, highlighting the multifaceted governance landscape in which Epping Forest operates.
This is likely to change following consideration of the Devolution and Local Government Reorganistion plans set out in the government’s White Paper.
Internally, the Council's decision-making processes are primarily managed through the Full Council, which is chaired by the Chairman of the Council and consists of 54 councillors. This body is responsible for significant decisions, such as approving the annual budget, appointing committee members, and setting the Council Tax. Notably, the Full Council adopted the Local Plan in 2023, indicating a commitment to strategic planning amidst evolving local governance structures
Additionally, Epping Forest District Council functions under a cabinet model of governance, often referred to as the Executive. The Cabinet members, or Portfolio Holders, are comprised of experienced councillors who play a vital role in guiding the council's strategic direction and overseeing key areas of policy implementation.
As the government’s Devolution and LGR plans aim to enhance local governance accountability and facilitate a more integrated service delivery, Epping Forest may see potential changes regarding its administrative relationships and operational practices, which could impact both the council's structure and its engagement with local communities.
